The fresh or citrus perfume is the one you want to keep. Another fresh bottle often adds little. A heavy partner can cover the citrus.
Another fresh perfume
A fresh aquatic fragrance such as Acqua di Giò Profondo can play that role. Allure Homme Sport and a fresh citrus fragrance such as Imagination are in that range too. Two perfumes in that range can brighten the opening and then add little else.
A fresh-fruity fragrance such as Aventus is in that range too. Fresh beside another fresh perfume can do something similar: a brighter start, and not much of a second scent after that.
A smaller woody or spicy perfume

When a heavy partner covers the citrus
A fresh citrus fragrance such as Imagination is an example of a bright citrus lead. A warmer, denser perfume such as The One for Men Eau de Toilette can reduce the feel of a bright citrus lead when it grows larger than the citrus.

Heat is the other way around
Hot-weather layering puts a fresh accent on a heavier fragrance. Keep the fresh perfume as the lead.
